SINGAPORE—Defense Secretary Chuck Hagel used his first visit to Asia as Pentagon chief to raise alarms about the dangers of China's cyberspying and to urge Beijing to join talks to establish global rules in cyberspace ahead of a summit in the coming week between U.S. and Chinese leaders.
The message from Mr. Hagel underlines growing tensions between the world's two largest economies, particularly over cyber intrusions that the defense secretary said increase the risk of "miscalculations and mistakes" because of the difficulty of figuring out with real certainty who launched a cyberattack and under who's authority.
